Vasili Volkov was a human male who operated as an Imperial Security Bureau agent until the fall of the Galactic Empire, before joining his close friend Mehri Reza and becoming a spy for the new Rebel Alliance. While in the Galactic Empire, he worked to overthrow various Rebel cells, assasinate political figures, and eliminate criminal enterprises.

During this time, he was known as one of the ISB's most effective agents, despite his various political disagreements with most Imperial superiors. Being programmed and brainwashed earlier in life, Vasili was deeply loyal to the Empire; but still often fought against conservative Imperial policies, making him a contrversial figure even within the circles he was respected in.

After the fall of the Galactic Empire, Vasili spent a long time bouncing from job to job as he struggled to reckon with the Empire's absence. Even as he drew farther away from the vicious young man he used to be, he didn't leave behind his Imperial loyalties. Together, with Kairo Danjin, he began to build a life as mercenary, until he was invited to join the growing First Order.

In the First Order, he was given the rank of Admiral, tasked with creating the First Order's intelligence division. Although he found success with this, he found himself now at odds with the organization's extremist beliefs. Quickly reaching a breaking point, he began to work with Mehri Reza to help the Resistance as a spy. This work remained unrevealed until the last moment, as he abandoned the First Order at the Battle of Crait, giving up to his life to save Mehri Reza.
